Beginning on Tuesday, May 5th and continuing every Tuesday in May ending on May 26th, youth members of our Scouts BSA program will have the opportunity to select and participate in instructional sessions on Scouts BSA rank advancement for Scout Rank, Tenderfoot Rank, Second Class Rank, and First Class Rank.

Video Conferencing

Teleconference or Video Conferencing**:

  • Conduct virtual Patrol Leaders Council meetings via teleconference or web video conferencing**.
  • Encourage Patrol Leaders to communicate digitally with their patrol members.
  • Conduct online merit badge counselor meetings using web video conferencing** tools. Note completing a worksheet and emailing it does not constitute a “virtual discussion”, rather use interactive video or phone conversations.
  • Hold Scoutmaster Conference using web video conferencing**.
  • Units can administer BORs up and including Life rank but should follow the guidance in The Guide to Advancement Section 8.0.1.6 Boards of Review Through Video conferencing**.
  • If needed, conduct Eagle Boards of Review via video conferencing**.

**Ensure to maintain two-deep leadership throughout the virtual meeting.

Note: Each of the options below has a paid option, this represents the features of the free tier.

§  Google Hangouts: Easy to use, no time limit, allows up to 10 participants

§  Zoom: Great features, 40-minute time limit, allows up to 100 participants

§  Skype: Good stability, four-hour time limit, allows up to 50 participants

§  UberConference: Excellent video quality, 45-minute time limit, allows up to 10 participants

Recording online meetings is not authorized. As a reminder, Scouting’s Barriers to Abuse (https://www.scouting.org/health-and-safety/gss/gss01/#a) prohibits any one-on-one contact between an adult leader and youth members – in person, online, through a web conference, over the phone, via text, or in any other form. Electronic communication between adults and youth should always include another registered leader or parent. We believe our existing policy is the best way to protect youth and volunteers, and we do not believe recording online meetings would provide any additional material benefit. To the contrary, recording calls would increase personal risk as call recording is subject to various legal requirements under U.S. law and the laws of individual states, some of which require all parties to a call consent to the recording. Considering those potential regulatory risks and the effect of BSA’s existing policies, we are not authorizing the recording of online meetings.
